Hello, is jaggery the same as pure cane sugar or different? Also, to stock my kitchen to make sri lankan food, would i be better off to go to an Indian market or an indonesian one? Thank you. :)

To answer your first question JAGGERY is unbleached sugar also known as sugar in the raw which has a brownish color and tastes less sweet than regular sugar.
Since Sri Lanka is very close to India I would suggest going to an Indian store for the products you require. If you have any Sri Lankan friends or go to Sri Lankan restaurants I am sure if you asked they would be glad to give you the info you need.
